DEFCON
DEFCON, which stands for DEFense CONdition, is the state of alertness that a region's military operates at. While a higher (more prepared) DEFCON gives unit efficiency and build rate bonuses, its costs increase significantly. A region not at war has a maximum DEFCON of 2, and a region at war has a minimum DEFCON of 3. DEFCON effects take time to implement, making a rise in DEFCON a clear sign of military preparations.
