Influences are used inside of the CVP under the influence header. The InfluenceVal then sets the countries value for each assigned numerical influence. These numbers are arbitrary, but must be understood that each of the four influence numbers in the country's array corresponds to a second set of four numbers in an array.
The Influence # dictates how related two countries interests are. The Influence Value dictates the intensity of those interests, 1 being the highest and -1 being the lowest.
Influence #'s are arbitrary, and meaning is assigned only by the user. The only values that matter are if Influence #'s match between countries and their intensity towards that same Influence #.

Global relationship that is used often to help soften relations between countries. This is done so by keeping this index a positive number of various intensities.
2 Universal
Global relationship that helps determine alignments of some countries. Generally pariah countries will have this number be 0 or negative. Well received countries typically have 0 or a positive float number.
3 Universal
Global relationship that is kept as ambiguous purposefully. This number is purely abstracted to help the user input values that can help raise or lower the opinions of certain countries. This number is variable and can be a positive or negative float depending on the needs of influence and relationships.
Important Note!
The fourth index is usually reserved for regional relationships as outlined between 4 - 12. They lump countries within regions as a positive or negative float to create dichotomies of local diplomatic opinion.
